S*	States of Emergency were only intended for short term duration (96 hours or less) to stabilize crisis situations. The goal is to stabilize and support recovery actions, not protract efforts. Local leaders (Mayors) should be able to manage their towns effectively.
8. The right of Delawareans to keep and bear arms, as protected by the US and DE Constitutions, should not be infringed.
